고양특례시가 전국 최고 수준의 복지 안전망을 구축한 성과를 인정받으며 보건복지부 장관 표창을 수상했다.

고양시는 보건복지부가 주관한 전국 시·군·구 대상 ‘겨울철 복지위기가구 발굴·지원’ 평가에서 우수 지자체로 선정됐다고 15일 밝혔다.

이번 평가는 전국 229개 지방자치단체를 대상으로 겨울철 복지사각지대 발굴 실적과 민관협력 체계 구축, 복지서비스 연계 성과 등을 종합적으로 심사해 진행됐으며, 고양시는 전국 22개 우수 지자체에 이름을 올렸다.

특히 고양시는 지난 2023년 같은 평가에서도 우수 지자체로 선정된 데 이어 정부포상 업무지침상 단체표창 재추천 제한기간이 지난 뒤 다시 수상하며 지속적이고 안정적인 복지행정 역량을 입증했다.

고양시는 겨울철 복지사각지대 집중 발굴기간 동안 '고양, 찾복(福)-데이'를 운영하며 3개 구청과 44개 동 행정복지센터가 협력해 주거취약계층과 독거노인, 사회적 고립 위험가구 등을 대상으로 전수조사를 실시했다. 

총 3,128명을 조사한 결과 위기 징후가 확인된 724명에게 긴급복지와 맞춤형 복지서비스를 신속하게 연계했다.

또한 위기가구가 발견될 경우 24시간 이내 현장을 방문하는 신속 대응체계를 운영하고, 시장 주재 대책회의와 동절기 위기가구 발굴 태스크포스(TF)를 통해 현장 중심의 대응력을 강화하며 위기 상황에 선제적으로 대응했다.

복지 사각지대를 줄이기 위한 스마트 복지체계 구축도 성과를 거뒀다. 

고양시는 경찰과 소방, 의료기관 등 유관기관과 긴밀한 협력체계를 구축해 복합위기가구에 공동 대응했으며, AI 안부확인 서비스와 스마트 돌봄플러그 등 정보통신기술(ICT)을 활용한 스마트 복지서비스를 확대했다. 

이와 함께 지역사회보장협의체와 명예사회복지공무원 등 민관 인적안전망이 참여하는 생활밀착형 홍보와 위기가구 발굴 활동도 적극 추진했다.
