고양특례시는 지역 소규모 공동주택 주민모임 2개소가 경기도마을공동체지원센터가 주관하는 '2026 경기도 소규모 공동주택 공동체 활성화 지원사업'에 최종 선정됐다고 밝혔다.

이번 사업은 관리체계가 상대적으로 취약한 150세대 미만 소규모 공동주택을 대상으로 주민들이 쓰레기, 주차, 안전 등 생활 속 문제를 공동체 활동을 통해 스스로 해결할 수 있도록 지원하는 사업으로, 오는 10월 31일까지 추진된다.

이번 선정은 고양시자치공동체지원센터와 주민모임이 컨소시엄을 구성해 공모에 참여한 결과다. 

선정된 공동체는 덕양구 내유동 신성아트빌라의 '아트빌공동체'와 일산동구 정발산동 밤가시마을 9단지의 '밤가시다락방'이다.

아트빌공동체는 '언제나 안전한 아트빌'을 목표로 야간조명 취약지역을 조사해 태양광 가로등을 설치하고, 마을 안전 안내판을 마련하는 한편 주민협의체를 구성해 마을규약을 마련할 계획이다.

특히 아트빌공동체는 지난 2024년 시범사업에도 선정돼 주민 104세대 가운데 약 79%의 동의를 이끌어내 주차구획선 84면을 새롭게 도색하는 등 주차 갈등을 해결한 경험을 갖고 있다. 

이번 사업에서는 안전한 주거환경 조성을 중심으로 공동체 활동을 확대해 나갈 예정이다.

밤가시다락방은 쓰레기 무단투기와 야간 조도 부족 문제 해결에 초점을 맞춘다. 

분리배출 구역 환경을 정비하고 안내표지판을 설치하는 것은 물론 태양광 조명을 활용해 야간 보행환경을 개선하고 주민협의체를 구성해 주민 주도의 마을규약을 제정할 계획이다.

고양시자치공동체지원센터 관계자는 "이번 선정은 주민들이 스스로 마을 문제를 해결하기 위해 적극적으로 참여하고 센터와 긴밀히 협력한 결과"라며 "두 공동체의 성공 사례가 고양시 내 다른 소규모 공동주택에도 긍정적인 변화를 확산시키는 계기가 되길 기대한다"고 말했다.
