고양특례시가 노인맞춤돌봄서비스의 현장 실행력을 강화하고 투명한 복지 환경 조성을 위해 민관 협력 체계를 한층 강화하고 나섰다.

고양시는 지난 8일 노인맞춤돌봄서비스 수행기관 실무자와 중간 관리자들이 참석한 가운데 ‘제2차 민관 네트워크 회의’를 개최했다고 밝혔다.

이번 회의는 현장의 다양한 의견을 보다 심도 있게 수렴하고 민관 협력 체계 내 의사결정의 속도와 실행력을 높이기 위해 마련됐다.

특히 기존 실무자 중심의 회의 운영 방식에서 벗어나 수행기관 중간 관리자까지 참석 범위를 확대함으로써 보다 실질적인 논의가 이뤄질 수 있도록 했다.

이날 회의에서는 병원 퇴원 후 일상생활 복귀에 어려움을 겪는 취약계층 어르신을 지원하는 ‘퇴원환자 단기집중서비스’의 효율적인 행정 처리 방안이 주요 안건으로 다뤄졌다. 

참석자들은 기관 간 유기적인 협조 체계 구축과 행정 절차의 신속한 처리 방안을 중심으로 의견을 나누며 서비스의 실효성을 높일 수 있는 방안을 모색했다.

또한 고양시는 돌봄 공백을 최소화하기 위해 시와 수행기관 간 신속한 행정 연계 시스템 구축의 중요성을 강조했다. 

서비스 신청과 접수, 제공에 이르는 전 과정에서 지역수행기관과 거점수행기관이 각자의 역할을 명확히 분담함으로써 현장 혼선을 줄이고 보다 촘촘한 돌봄 체계를 구축해 나가기로 했다.

회의에서는 청렴한 노인복지 환경 조성을 위한 논의도 함께 진행됐다. 

고양시와 수행기관들은 보조금 집행의 투명성을 강화하고 공정한 업무 문화를 정착시키기 위해 협력하기로 뜻을 모았다. 

특히 중간 관리자들이 중심이 되어 현장 관리 체계를 더욱 체계화하고 부패 요인을 사전에 차단함으로써 시민들이 신뢰할 수 있는 복지 서비스를 제공해 나갈 방침이다.
