고양특례시의회는 킨텍스 지원부지 근처 보행 환경 개선과 관련하여 해당 지역 주민들의 의견을 청취하는 간담회를 개최했다. 

이번 간담회에는 김운남 의장을 비롯해 고양시 교통정책과 교통시설팀, 일산서부경찰서, 그리고 해당 지역 주민 등이 참석하여 의견을 나누었다.

해당 육교는 2005년 설치된 이후 대규모 공동주택이 들어서면서 주민들의 보행 동선과 맞지 않아 지속적인 불편과 안전 문제를 초래하고 있다. 

주민들은 원형육교를 철거하고 횡단보도를 설치할 것을 요구하고 있으며, 철거가 어려울 경우 기존 육교를 유지하면서 횡단보도를 추가하는 방안을 대안으로 제시했다. 

또한, 법적 규정을 이유로 불가능하다는 일률적인 답변이 아닌, 주민들의 의견을 반영한 현실적인 해결책을 함께 모색해 줄 것을 요청했다.

이에 김운남 의장은 함께 머리를 맞대고 해결책을 논의하는 자리를 마련했다. 그 결과 교통안전시설심의위원회에 해당 사안을 정식 안건으로 상정하기 위한 실효성 있는 대안을 마련할 수 있도록 합동점검일정 등을 논의하고, 부결될 경우 2년간 재상정이 어려운 만큼 철저한 준비를 통해 최선의 해결책을 도출할 것을 합의했다.

김운남 의장은 지난 제278회 임시회 5분 자유발언을 통해 원형육교 철거를 강력히 촉구한 바 있으며, 이후에도 문제 해결을 위해 지속적으로 노력해왔다. 

김운남 의장은 “공무원들이 행정 절차를 무시할 수는 없지만, 주민들의 실질적인 불편을 해소하는 것도 중요한 과제”라며 “이번 논의가 단순한 의견 청취에서 그치는 것이 아니라 실질적인 해결책으로 이어질 수 있도록 의회가 중재자로서 최선을 다하겠다”고 밝혔다. 

또한, “향후 관계 기관과 지속적으로 소통하며 주민들의 보행 안전과 편의를 위한 실효성 있는 대안을 마련할 것”이라고 강조했다.
