고양특례시의회 기획행정위원회(위원장 공소자)와 고양시정연구원(원장 김현호)은 지난 2월 27일 고양시의회에서 '고령자 생산지표 적용 및 생산활동 강화 방안'을 주제로 의정토론회를 개최했다고 밝혔다.

이번 의정토론회에서는 문정화 연구위원이 고령자 생산지표 개발 과정, 개념과 구성, 적용 및 분석, 그리고 고령자 생산활동 강화 방안에 대해 발제했다. 

이어 기획행정위원회 위원들과 함께 현 상황의 문제점과 향후 개선되어야 할 정책 방향성에 대해 심도 있는 논의를 진행했다.

의정토론회에 참석한 의원들은 다양한 의견을 제시했다. 

이철조 의원은 고령인구의 높은 빈곤율 문제에 대한 대책 마련의 필요성을 언급했고, 김영식 의원은 연구 결과가 실질적인 정책 수립으로 이어지기 위해서는 집행부와 결정권자에게 보고되어야 한다고 강조했다.

김수진 의원은 고령자에 대한 사회적 편견 개선의 중요성을 지적했으며, 정민경 의원은 고령자에 대한 패러다임 전환의 필요성을 제기했다. 

특히 권용재 의원은 고령자 패널 분석을 통한 장기적인 데이터 축적의 중요성을 강조했다. 

공소자 위원장은 고양시의 빠른 고령화 추세를 고려할 때, 고령자의 생산활동을 지원하는 경제사회적 구조 마련이 중요하다고 밝혔다. 

또한 연구 결과가 실제 정책으로 이어져 고양시의 고령자 일자리 정책과 연계되고, 민간과 공공 부문의 협력을 이끌어내는 방향으로 발전해야 한다고 강조했다.

이번 의정토론회는 기획행정위원회와 고양연구원이 함께하는 아홉 번째 토론회로, 정기적으로 진행되고 있다.

Rep. Kim Soo-jin pointed out the importance of improving social prejudice against the elderly, and Rep. Jeong Min-gyeong raised the need for a paradigm shift for the elderly.

In particular, Rep. Kwon Yong-jae emphasized the importance of long-term data accumulation through analysis of the elderly panel.

Chairman Gong So-ja stated that considering the rapid aging trend of Goyang City, it is important to establish an economic and social structure that supports the productive activities of the elderly.

He also emphasized that the research results should be translated into actual policies and linked to Goyang City’s elderly employment policy and developed in a direction that leads to cooperation between the private and public sectors.

This is the ninth discussion held by the Planning and Administration Committee and Goyang Research Institute, and is being held regularly.
