고양특례시 업무보고장에서는 지난 5일 시장에게 신년 계획을 보고하는 자리에서, 한 신규공무원이 50초 분량의 정책 홍보영상을 띄웠다.

많은 부서에서 쇼츠릴스처럼 숏폼(1분 이내의 짧은 동영상) 형태의 ‘영상보고서’를 업무보고에 활용했다. 

토론 시간에는 유튜브와 핀터레스트(이미지 공유 소셜미디어)로 국내외 도시 사례를 공유하고, 챗GPT에 질문해 정책 아이디어를 구했다.

업무보고에 디지털 매체를 도입하면서, 젊은 감각을 가진 실무자들이 시장과 직접 소통에 나섰고 토론 분위기도 수평적으로 전환됐다. 

6급 이상 팀장과장 중심으로 참여하던 업무보고는 올해부터 7~9급 실무자들의 참여율이 대폭 높아졌다. 

특히 고양시청소년재단의 경우, 직급 역순으로 자리를 배치해 새내기 직원 중심으로 시장과 소통했다.

이러한 변화는 인공지능, 빅데이터에 대한 이동환 고양시장의 남다른 애정에서 비롯됐다. 

그는 “디지털기술을 공공이 먼저 도입하고, 정책을 통해 민간에 확산해야 한다”고 강조했다.

이동환 시장은 2023년, 사건사고, 민원교통, 정책현황 등의 실시간 모니터링이 가능한 ‘디지털 정책플랫폼(대형전광판)’을 열린시장실에 선제적으로 설치했다.

각 부서의 유기적이고 신속한 정책결정을 돕는 ‘스마트 데이터플랫폼’도 도입할 예정이다.

시는 AI빅데이터를 조직 내부에서 활용하는 데 그치지 않고, 복지 교통 안전 민원 등 다양한 정책에 결합해 시민 편의를 제고할 방침이다.

복지 분야에서는 손목에 차고 다니면서 혈당을 체크하는 ‘디지털 혈당관리’, 혼자 사는 어르신을 살피는 ‘돌봄로봇’ 등을 운영한다. 

카카오톡을 통한 24시간 민원상담서비스도 개발 중이다.

안전 분야에서도 △화재낙상 실종 등 사고에 빠르게 대응 가능한 지능형 스마트 관제시스템 △3D드론인공지능을 기반으로 한 노후건축물의 원격 안전관리 △주소 없는 시설물등산로에서 스마트폰으로 위치를 공유할 수 있는 스마트 주소정보시설도 활성화할 방침이다.

교통 분야에서는 자율주행버스를 시범 운영하고, 인공지능 기반 최적의 교통체계를 구축할 계획이다. 

하늘을 나는 미래교통인 도심항공교통(UAM) 산업도 킨텍스 일원을 중심으로 활발히 육성 중이다.

원격·자동으로 작물과 가축의 생육환경을 관리하는 스마트팜 도입도 가속화함으로써 농업 분야 공간인력의 한계를 극복한다.

특히 이동환 시장은 ‘지하공간이나 공실을 활용한 도심형 수직 스마트팜도 적극 도입할 것’을 주문했다.

시는 고양시의 전방위적인 디지털 혁신을 위해 올해 ‘AI 혁신팀’을 신설하고, 업무 사각지대를 중심으로 인공지능 도입 영역을 확대할 방침이다.
