고양특례시가 앞으로 4년간 지역 복지정책의 방향을 결정할 '제6기 지역사회보장계획(2027~2030)' 수립을 위해 시민과 전문가의 다양한 의견을 수렴하는 공론의 장을 마련했다.

고양특례시는 지난 10일 소노캄 고양 다이아몬드홀에서 복지 전문가와 시민, 공무원 등 200여 명이 참석한 가운데 '제6기 고양시 지역사회보장계획(2027~2030) 수립을 위한 원탁토론회'를 개최했다고 밝혔다.

지역사회보장계획은 「사회보장급여의 이용·제공 및 수급권자 발굴에 관한 법률」에 따라 4년마다 수립하는 법정계획으로, 향후 2027년부터 2030년까지 고양시 사회보장 정책의 비전과 추진 전략, 분야별 핵심 과제를 담는 중장기 복지 로드맵이다.

이번 토론회는 계획 수립 추진 경과와 구성안에 대한 중간보고를 시작으로 아동돌봄, 노인, 장애인, 보호·안전, 건강, 교육, 주거, 문화·여가, 환경 등 모두 9개 분야에 대한 분임토론 방식으로 진행됐다.

참석자들은 저출생과 고령화, 1인 가구 증가, 정신건강 문제, 사회안전망 강화 등 급변하는 사회환경에 대응하기 위한 다양한 정책 과제를 제안하며 지역 특성에 맞는 복지정책 마련 방안을 논의했다. 

특히 각 사업의 필요성과 시급성, 실현 가능성을 종합적으로 검토하며 우선 추진해야 할 과제를 도출하는 데 의견을 모았다.

또한 정부의 '제3차 사회보장기본계획(2026~2030)'이 제시한 '기본이 튼튼한 사회'라는 정책 기조를 고양시 실정에 맞게 접목할 수 있는 방안과 지역 특성을 반영한 신규 복지사업도 다수 제안됐다.

이만수 고양시지역사회보장협의체 민간공동위원장은 "지역사회보장계획은 시민과 현장, 민간과 공공이 함께 만들어가는 소중한 약속"이라며 "민관 협력 거버넌스의 중심축으로서 현장의 목소리가 실질적인 정책으로 이어질 수 있도록 가교 역할을 충실히 수행하겠다"고 말했다.

고양시는 이번 원탁토론회에서 제시된 다양한 의견과 정책 제안을 관계 부서와 면밀히 검토하고 협의를 거쳐 제6기 지역사회보장계획에 적극 반영할 계획이다. 

이를 통해 행정 연계성과 정책 실행력을 높여 시민이 체감할 수 있는 복지정책을 추진한다는 방침이다.

고양시 관계자는 "제6기 지역사회보장계획은 앞으로 고양시 복지정책의 방향을 결정하는 중요한 이정표가 될 것"이라며 "시민과 현장의 다양한 의견을 충실히 반영해 모든 시민이 생애주기 전반에서 촘촘한 돌봄과 복지서비스를 체감할 수 있는 따뜻한 복지도시를 만들어 나가겠다"고 밝혔다.
