파주시가 접경지역이라는 특수성으로 인해 오랫동안 지역 발전의 걸림돌로 작용해 온 군사 규제 완화에 잇따라 성과를 내며 지역 경제 활성화에 속도를 내고 있다.

파주시는 지난 5일 육군 제1보병사단과 총 51만1,229㎡ 규모의 군사시설 보호구역에 대한 행정위탁 합의각서(MOA)를 체결했다고 밝혔다. 

이는 축구장 약 71개에 해당하는 면적으로, 올해 1월에 이어 또 한 번의 대규모 군사 규제 완화 조치다.

행정위탁은 군사시설 보호구역 내 건축물 신축이나 증축 시 군부대와의 개별 협의를 거쳐야 했던 인허가 권한을 지방자치단체에 위임하는 제도다. 

이번 협약으로 파주시 내 행정위탁 면적은 총 69.21㎢로 확대됐다.

이번 규제 완화 대상지는 파주 센트럴밸리 일반산업단지인 ‘파주 희망프로젝트 1단계’ 구역이다. 

파주시는 해당 지역에 대해 위치별로 35m, 40m, 45m의 건축물 높이 기준을 적용받아 개발 권한을 위임받게 됐다.

이에 따라 앞으로 산업단지 내 기업과 주민들은 설정된 고도 기준 이하의 건축물을 건축할 경우 별도의 군부대 협의 절차 없이 파주시의 자체 허가만으로 사업을 추진할 수 있게 된다. 

그동안 군사시설 보호구역 규제로 인해 인허가 과정이 장기화되면서 기업 투자와 개발사업 추진에 어려움을 겪어왔던 만큼, 이번 조치가 산업단지 활성화와 기업 유치에 긍정적인 영향을 미칠 것으로 기대된다.

특히 기존에는 건축물 신·증축 시 군부대의 심의와 협의가 필수적이었지만, 앞으로는 정해진 높이 기준 이하 건축물에 대해 파주시가 자체적으로 인허가를 처리할 수 있어 행정절차가 크게 간소화될 전망이다.

박지영 파주시 도시계획과장은 “시민들의 재산권 행사와 지역 발전을 위해 전향적인 결정을 내려준 제1보병사단에 깊이 감사드린다”며 “앞으로도 군부대와 긴밀한 협력 관계를 유지해 접경지역이 안고 있는 각종 규제를 지속적으로 해소하고 시민 불편을 최소화할 수 있도록 최선을 다하겠다”고 말했다.
