파주시가 농지는 농업인만 소유할 수 있다는 ‘경자유전(耕者有田)’ 원칙을 바로 세우고 농지 투기 행위를 근절하기 위해 대대적인 농지 전수조사에 착수한다. 

이번 조사는 향후 2년에 걸쳐 추진되며, 올해는 1996년 1월 농지법 시행 이후 취득된 농지를 대상으로 기본조사와 심층조사 등 2단계 방식으로 진행된다.

먼저 기본조사는 오는 5월 18일부터 7월 31일까지 실시된다.

 시는 농지대장을 비롯한 각종 행정정보와 위성사진 등을 활용해 위법 가능성이 있는 농지를 선별할 계획이다. 

조사 과정에서는 농지 소유자와 소유 면적을 확인하는 한편, 상속농지와 이농 농지, 농업법인 등에 적용되는 소유 제한 규정 위반 여부를 집중적으로 점검한다.

특히 공익직불금 수령 내역과 농업경영체 등록 정보, 농자재·비료 구매 이력 등을 교차 분석해 실제 영농 여부를 확인하고, 불법 임대차 행위가 있었는지도 면밀히 들여다볼 방침이다.

기본조사를 통해 위법 가능성이 높은 사례가 추려지면 오는 8월 1일부터 12월 31일까지 5개월간 심층조사가 이어진다. 

심층조사는 담당 공무원과 농지조사원이 직접 현장을 방문해 실태를 확인하는 방식으로 진행되며, 파주시는 자체적으로 선정한 ‘10대 심층조사군’을 중심으로 집중 점검에 나선다.

조사 대상에는 토지거래허가구역 내 농지와 수도권 지역 농지, 경매를 통해 취득한 농지, 농업법인 및 외국인 소유 농지 등이 포함된다. 

또 최근 10년 이내 취득 농지와 관외 거주자의 취득 농지, 공유 취득 농지, 과거 위반 사례가 적발된 농지, 기본조사 결과 위법 의심 농지 등도 중점 관리 대상이다.

시는 불법 임대차 정황이 강하게 의심되는 농지에 대해서는 농지위원회 위원과 지역 마을 이장 등과 협력해 탐문조사를 병행할 계획이다. 

아울러 농자재 구매 내역서와 농작물 판매 실적 등 객관적인 증빙자료를 토대로 실제 경작 여부와 취득 당시 제출한 농업경영계획서 이행 여부까지 철저히 검증할 방침이다.

남명우 파주시 농업정책과장은 “이번 농지 전수조사는 단순한 실태 파악을 넘어 농지 투기를 근절하고 데이터 기반의 체계적인 농지 정책을 수립하기 위한 첫걸음”이라며 “원활한 조사가 이뤄질 수 있도록 현장 농업인들의 적극적인 이해와 협조를 부탁드린다”고 말했다.
