고양특례시가 자매도시인 일본 하코다테시를 방문해 청년 교류 활성화와 주민 참여형 지역 재생 정책을 공유하는 시간을 가졌다.

시는 12일 하코다테시의 주요 커뮤니티 거점 시설과 재일동포 단체를 잇따라 방문하며 양 도시 간 실질적 협력 방안을 모색했다고 밝혔다.

고양시 방문단은 하코다테 도심에 위치한 '하코다테 커뮤니티 플라자 G스퀘어'를 첫 방문지로 선택했다. 

이곳은 누구나 자유롭게 이용할 수 있는 공공 커뮤니티 공간으로, 청년과 시민을 대상으로 한 다양한 체험형 프로젝트가 운영되고 있다.

방문단은 시설 운영 현황을 살펴보며 향후 양 도시 청년들이 이 공간을 활용해 상호 이해를 높이고 협력 프로그램을 추진할 수 있는 구체적인 교류 방향을 논의했다.

이어진 오찬 간담회에서는 아라키 아케미, 사이토 사치코 의원 등 하코다테 시의회 주요 의원들과 만나 양 도시 간 교류 확대 방안에 대해 심도 있는 의견을 나눴다.

오후에는 '하코다테 마치즈쿠리센터'를 방문해 주민 참여형 지역 재생 사례를 집중 탐방했다. 

구도심 서부 지역에 자리한 이 센터는 주민과 시민단체가 주도적으로 지역 문제를 다루고 프로젝트를 운영하는 플랫폼 역할을 하고 있다.

특히 상인회, 청년 그룹 등 다양한 주체가 모이는 교류 허브로 기능하며 지역 재생의 구심점 역할을 수행하고 있어, 고양시 방문단은 이 같은 주민 참여형 모델을 고양시 정책에 접목할 방안을 모색했다.

방문단은 재일본대한민국민단 하코다테지부와도 간담회를 갖고 재일동포 사회와의 협력을 통한 한일 민간 교류 확대 방안을 논의했다.

양측은 청년·문화 분야를 중심으로 한 지속 가능한 소통의 필요성에 공감하며 협력 의지를 다졌다.

한편 방문단은 일정 중 역사적 요새인 '고료가쿠'를 찾아 역사 유산이 시민 공간과 관광 자원으로 재탄생한 사례를 살펴보며 도시관광 활성화 방안도 검토했다.

이동환 고양특례시장은 "하코다테시의 시민 중심 커뮤니티 시설과 지역 재생 플랫폼은 고양시가 지향하는 참여형 행정과 맞닿아 있다"며 "재일동포 네트워크를 포함한 다양한 민간 협력을 바탕으로 실질적인 교류 사업을 추진해 나가겠다"고 밝혔다.

The Goyang City delegation began its visit with the Hakodate Community Plaza G-Square, located in downtown Hakodate.
