고양시의회 김미경(능곡·백석1·2동) 시의원이 능곡 지역에 도서관, 체육, 돌봄 기능을 통합한 생활SOC 복합시설 조성을 강력히 촉구하고 나섰다.

김미경 시의원은 18일 시의회 제300회 임시회 5분 자유발언을 통해 능곡동의 열악한 생활 인프라 현황을 지적하며 생활SOC 복합시설의 신속한 조성을 주문했다.

김 시의원은 "능곡동 주민들이 체감하는 생활 인프라는 열악하다"며 "역세권 개발과 주거지 재정비가 본격화되면 생활권 인구가 늘어나는 만큼 도서관, 생활체육, 청소년, 어르신 공간, 돌봄, 방과 후 기능을 한 번에 이용할 수 있는 복합 공간이 필요하다"고 강조했다.

특히 능곡동행정복지센터의 회의·교육 공간이 협소해 주민자치회와 각종 프로그램 운영에 제약이 크다는 점도 지적했다.

김 시의원은 "생활SOC 복합화가 이미 국가 정책이자 전국적 흐름"이라며 "다른 도시들은 유휴부지와 공공 부지를 활용해 복합시설을 조성하며 생활 격차를 줄이고 있는 상황에서 능곡만 뒤처질 수는 없다"고 역설했다.

김 시의원은 △기본구상과 타당성 조사 즉시 착수 △국가 공모사업 연계 등 재원 마련 △주민설명회·설문 등 주민참여형 설계를 포함한 '참여형 공공시설' 추진을 주문했다.
