파주시가 지역 경제의 디지털 전환을 위한 야심찬 프로젝트를 본격화한다. 

파주시는 지난 2일 '파주 상생경제 플랫폼 구축 타당성 검토 및 기본계획 수립 연구용역' 최종보고회를 개최하고, 시민참여 중심의 '파주형 디지털 지역 경제 플랫폼' 구축 방향을 제시했다고 3일 밝혔다.

이번 연구용역은 급변하는 지역 경제 환경에 대응하고 시민·사회적경제기업·소상공인·중소기업 등 다양한 경제주체가 함께 참여해 이익을 공유하는 지역 경제 생태계를 만들기 위해 지난 7월부터 추진돼왔다.

파주시가 구상하는 '상생경제 플랫폼'은 단순한 온라인 거래 공간을 넘어선다.

디지털 커뮤니티 구축, 정보 공유, 일자리 창출, 정책 연계 등 지역의 다양한 경제 활동이 하나의 시스템 안에서 유기적으로 연결되어 선순환하도록 설계됐다.

최종보고회에서는 시민참여 디지털 커뮤니티 구조, '상생몰(온라인 쇼핑몰)' 구축 방향, 참여 활동 보상 체계, 청년·소상공인 지원 모델, 단계별 실행계획 등 구체적인 청사진이 제시됐다.

파주시는 이 플랫폼을 지역 경제의 공공 디지털 인프라로 육성할 계획이다. 

지역의 소비·정보·참여가 유기적으로 연결되어 다시 지역 경제로 환류되는 구조를 제도화한다는 것이 핵심이다.

이를 위해 파주페이 결제가 가능한 공식 온라인 플랫폼을 구축해 지역 소비의 외부 유출을 막고, 디지털 커뮤니티·콘텐츠·참여 보상 체계를 통해 시민의 지속적인 참여를 이끌어낸다. 

또한 소상공인·사회적경제기업·중소기업 등 지역 사업자의 온라인 판로 확대와 홍보·브랜딩 기능을 강화해 매출 증대와 청년 경제활동 기회를 동시에 창출한다는 구상이다.

파주시는 2026년 온라인 플랫폼의 핵심 기능을 우선 구축한 후, 2027~2028년에는 문화·관광·로컬푸드 등 다양한 시정 정책과 단계적으로 연계해 '상생경제 플랫폼'을 지역 경제 운영의 중심 시스템으로 확장해 나갈 계획이다.

김경일 파주시장은 "'상생경제 플랫폼'은 시민이 참여하고 지역이 함께 성장하는 파주형 디지털 상생 모델의 출발점"이라며 "이번 최종보고회를 계기로 내년부터 본격적인 구축을 추진해 지역 경제에 지속적인 변화를 만들어 가겠다"고 밝혔다.

파주시는 최종보고회 결과를 바탕으로 2025년 사업 설계 및 행정절차를 마무리하고, 2026년부터 '상생경제 플랫폼' 구축을 본격 추진할 예정이다.
