고양특례시가 공동주택 관리의 투명성과 전문성 강화를 위한 법정 의무교육을 실시했다.

시는 지난 11일 일산동구청 대회의실에서 관내 의무관리대상 공동주택 입주자대표회의 구성원 및 관리소장을 대상으로 '2025년 공동주택 입주자대표회의 운영 및 윤리 교육'을 진행했다고 13일 밝혔다.

이번 교육은 「공동주택관리법」 제17조에 따른 법정 의무교육으로, 입주자대표회의 구성원들의 실무 역량을 강화하고 투명하고 공정한 공동주택 관리 문화를 정착시키기 위해 마련됐다.

시는 LH 중앙공동주택관리지원센터의 전문 강사를 초빙해 비전문가도 쉽게 이해할 수 있도록 각종 사례 중심의 교육을 실시했다. 

또한 경기도 공동주택과에서 마련한 '입주자대표회의 구성원 법령위반 예방교육'도 함께 진행됐다.

4시간 동안 진행된 교육에서는 ▲공동주택관리법령, 관리규약 등 관리 일반 사항 ▲입주자대표회의 및 선거관리위원회 운영 ▲관리업무 종사자에 대한 배려, 층간소음 및 공동체생활 활성화 등 공동주택문화 ▲안전관리 계획 수립 ▲공동주택 분쟁조정 ▲관리비 및 회계운영 ▲주택관리업자 및 사업자 선정지침 ▲장기수선계획 및 장기수선충당금 등 공동주택 관리 전반에 걸친 실무 내용을 다뤘다.

시 관계자는 "입주자대표회의의 전문성과 윤리성이 높아질수록 공동주택 관리의 투명성은 물론, 주민들의 주거 만족도도 향상된다"며 "앞으로도 입주민들이 신뢰할 수 있는 투명하고 효율적인 공동주택 관리 환경을 조성하기 위해 다양한 교육 및 지원 시책을 지속적으로 추진하겠다"고 밝혔다.

한편, 공동주택관리법에 따라 입주자대표회의 구성원은 매년 4시간 이상의 교육을 의무적으로 이수해야 한다.
