고양특례시의회가 교통 사각지대 해소를 위한 '이음택시' 운영 조례를 의결하며 교통 복지 실현에 나섰다.

고양특례시의회는 27일 제298회 임시회 본회의에서 국민의힘 고덕희 의원이 대표 발의한 「고양시 이음택시 운영 및 지원에 관한 조례안」을 최종 의결했다고 밝혔다. 

이번 조례안은 원종범 의원과 김희섭 의원이 공동발의에 참여했다.

도농복합도시인 고양시는 그간 일부 지역의 낮은 대중교통 접근성으로 인한 주민 불편이 지속적으로 제기돼 왔다. 

특히 노선버스가 운행되지 않거나 정류장에서 멀리 떨어진 농촌 마을과 외곽 지역 주민들은 병원 방문, 장보기, 학생 통학 등 기본적인 생활권 이동에도 어려움을 겪어왔다.

이번 조례는 이러한 교통 소외지역 주민들의 이동권을 제도적으로 보장하기 위해 마련됐다.

조례안에 따르면 이음택시는 ▲버스가 운행되지 않거나 정류장에서 500m 이상 떨어진 교통 소외지역을 대상으로 운행된다. 

▲주민 요청에 따라 시간과 장소를 탄력적으로 조정할 수 있으며 ▲요금은 기본 요금의 절반을 이용자가 부담하고 나머지는 시 예산 범위에서 지원한다.

운영의 투명성과 효율성을 위해 ▲시장이 지정한 운송 사업자가 운행일지와 영수증 등 증빙자료를 제출해야 비용 지원을 받을 수 있도록 했다. 

또한 ▲'고양시 이음택시 운영위원회'를 설치해 대상 마을 선정, 운영 방향, 지원 정책 등을 심의하도록 했다.

제도의 실효성을 높이기 위해 ▲부정 수급 발생 시 환수 규정을 두고 ▲이용 현황을 정기 점검하는 사후관리 체계도 마련했다.

이번 조례 제정으로 고양시는 교통약자의 이동권 보장은 물론 생활 편의 증진과 지역 균형발전에도 긍정적인 효과를 거둘 것으로 기대된다.

고덕희 의원은 "이 조례는 단순히 대체 교통수단을 만드는 것이 아니라, 교통에서 소외된 시민들에게도 동등한 이동권을 보장하는 첫걸음"이라며 "앞으로도 현장의 요구를 바탕으로 시민 모두가 체감할 수 있는 교통 복지 실현에 최선을 다하겠다"고 밝혔다.

Time and location can be flexibly adjusted based on resident requests. Fare is borne by users at half of the base fare, with the remainder covered by the city budget.

To ensure operational transparency and efficiency, transportation operators designated by the mayor must submit supporting documentation, such as operating logs and receipts, to receive financial assistance.

Furthermore, the "Goyang City Ieum Taxi Steering Committee" was established to deliberate on the selection of target villages, operational direction, and support policies.
