고양도시관리공사는 4일, UNOSD(유엔지속가능발전센터) 주최 「폐기물관리 및 순환경제 벤치마킹 스터디 투어」의 일환으로 아프리카 4개국 장관급 방문단이 고양바이오매스에너지시설을 견학했다고 발표했다.

지난 1일 고양바이오매스에너지시설을 찾은 방문단은 가나, 코모로, 마다가스카르, 모로코 4개국의 장관 및 실무자 등 총 43명으로 구성됐다.

이들의 방문 목적은 고양특례시의 선진 자원순환 시스템을 벤치마킹해 자국의 지속가능한 폐기물 관리 및 자원순환 정책 수립에 활용하기 위함이다.

고양바이오매스에너지시설은 고양도시관리공사가 운영하는 대표적인 친환경 자원순환시설이다. 

이 시설은 음식물류 폐기물을 혐기성 소화 방식으로 처리해 바이오가스를 생산하고, 이를 한국지역난방공사에 공급한다. 

또한 처리 과정에서 나오는 부산물인 퇴비는 고양시 관내 농가에 무료로 제공해 완전한 자원 재활용 체계를 구축했다.

이러한 운영 모델은 온실가스 감축, 지역 자원순환, 친환경 에너지 생산이라는 삼중 효과를 거두며 국제적으로 높은 평가를 받고 있다.

이날 행사는 고양바이오매스에너지시설 홍보영상 시청을 시작으로, 음식물류 폐기물 처리 과정에 대한 상세한 설명과 질의응답, 그리고 시설 현장 견학 순으로 진행됐다.

특히 음식물 반입부터 바이오가스 및 퇴비 생산, 폐수 처리에 이르는 전 공정에 대한 체계적인 설명이 제공돼 방문단의 큰 관심을 끌었다.

방문단은 "고양특례시의 우수한 환경시설을 직접 견학할 수 있도록 협조해 주신 고양특례시와 고양도시관리공사에 깊이 감사드린다"며 "고양바이오매스에너지시설의 선진적인 시스템이 아프리카 국가에도 널리 공유되어 글로벌 바이오에너지 정책 발전에 기여하길 바란다"고 말했다.

공사 이종경 본부장은 "고양특례시의 환경정책과 친환경 인프라가 국제적으로 주목받고 있어 매우 뜻깊게 생각한다"며 "앞으로도 글로벌 지속가능발전목표(SDGs)에 부응하는 스마트한 환경기반시설 운영에 최선을 다하겠다"고 밝혔다.

이번 방문은 고양특례시가 단순한 지역 도시를 넘어 국제 친환경 정책 교류의 중심지로 자리매김하고 있음을 보여주는 사례로 평가된다.
