고양특례시(시장 이동환)가 기획재정부와 한국개발연구원(KDI)을 향해 인천2호선 고양 연장사업 예비타당성조사 결과를 조속히 확정해 줄 것을 강력히 촉구하고 나섰다.

현재 KDI에서 진행 중인 인천2호선 고양 연장사업 예비타당성조사는 2023년 8월 착수 이후 2년째 진행되고 있다. 

올해 1월 1차 점검회의를 마친 가운데 과업 대부분이 완료된 상태로, 2차 점검회의 및 기재부 재정사업평가분과위원회 심의만을 앞두고 있어 조속한 통과가 필요한 상황이다.

이 사업은 인천 독정역에서 김포시를 거쳐 고양시까지 연결하는 총 연장 19.6km의 광역철도사업으로, 이 중 약 8.3km가 고양시 구간에 해당한다. 

고양시는 2029년 착공, 2035년 개통을 목표로 사업을 추진하고 있다.

수도권 서북부 권역 내에서 예비타당성조사가 진행 중인 서울지하철 5호선 연장, 서부권광역급행철도 사업보다 결과 발표가 늦어질 경우, 인천2호선 고양 연장사업이 상대적으로 교통수요와 사업 타당성 평가에서 불이익을 받을 수 있다는 우려가 커지고 있다.

고양시 관계자는 "해당 사업은 수도권 서북부의 철도교통망을 연결하고, 킨텍스·장항지구·중산지구 등 대규모 개발사업과 경제자유구역, 일산테크노밸리, 고양영상밸리, K-컬처밸리와 연계되는 핵심 인프라"라고 설명했다.

이어 "단순한 교통망 확충을 넘어, 미래 산업 기반 조성과 자족도시 실현을 위한 중추적 사업"이라고 강조했다.

인천2호선 고양 연장사업은 2021년 7월 제4차 국가철도망 구축계획에 반영된 후, 2023년 7월 기재부의 예비타당성조사 대상사업에 선정됐다. 

예타 통과 시 기본계획 수립, 설계 등 후속 행정절차를 본격화할 예정이다.

이동환 고양시장은 "인천2호선 고양연장 사업은 수도권 서북부 균형발전과 고양시의 자족도시로 전환을 위한 필수조건"이라며, "기재부와 국토부, 경기도는 물론 인천·김포 등 인접 지자체와도 적극 협력해 반드시 예타가 통과될 수 있도록 총력을 다하겠다"고 밝혔다.

고양시는 향후 관련 지자체와의 공동 대응을 통해 사업의 시급성과 중요성을 지속적으로 어필해 나갈 방침이다.

Goyang Special City (Mayor Lee Dong-hwan) strongly urged the Ministry of Strategy and Finance and the Korea Development Institute (KDI) to promptly confirm the preliminary feasibility study results for the Incheon Line 2 Goyang Extension Project.

The preliminary feasibility study for the Incheon Line 2 Goyang Extension Project currently being conducted by KDI has been ongoing for 2 years since its inception in August 2023.

Most of the tasks have been completed after the first review meeting in January of this year, and only the second review meeting and deliberation by the Ministry of Strategy and Finance's Financial Project Evaluation Subcommittee are left, so it is necessary to pass it quickly.

A Goyang City official explained, "The project connects the railway transportation network in the northwestern part of the metropolitan area and is a key infrastructure that is linked to large-scale development projects such as KINTEX, Janghang District, and Jungsan District, as well as the Free Economic Zone, Ilsan Techno Valley, Goyang Film Valley, and K-Culture Valley."

He continued, "It is a pivotal project for creating a future industrial base and realizing a self-sufficient city beyond simply expanding the transportation network."

The Incheon Line 2 Goyang extension project was reflected in the 4th National Railway Network Construction Plan in July 2021, and was selected as a project for the Ministry of Strategy and Finance's preliminary feasibility study in July 2023.

If the preliminary feasibility study passes, follow-up administrative procedures such as establishing a basic plan and design will begin in earnest.

Goyang Mayor Lee Dong-hwan said, "The Incheon Line 2 Goyang extension project is a prerequisite for balanced development in the northwestern part of the metropolitan area and Goyang's transformation into a self-sufficient city," and added, "We will actively cooperate with the Ministry of Strategy and Finance, the Ministry of Land, Infrastructure and Transport, Gyeonggi Province, and neighboring local governments such as Incheon and Gimpo to make sure that the preliminary feasibility study passes."

Goyang City plans to continue to appeal the urgency and importance of the project through joint responses with related local governments in the future.
