파주시가 조직 개편을 통해 전국 최초로 기본사회팀을 신설했다. 시민 누구나 기본적인 삶을 누릴 수 있는 ‘파주형 기본사회 실현’을 위해서다.

‘기본사회’란 기존의 선별적 복지의 한계를 뛰어넘어 모든 시민에게 최소한의 삶이 아닌 기본적인 삶이, 마땅히 누려야 할 권리로서 차별 없이 보장되는 사회를 말한다.

파주시는 그간 전국 최초로 전 세대를 대상으로 긴급에너지 생활안정지원금 20만 원을 지급하고, 1인당 1년 최대 93만 원의 인센티브를 받을 수 있는 전국 최대 수준의 지역화폐 발행을 통해 ‘기본에너지’와 ‘기본소득’ 정책을 추진해왔다.

이 밖에도 전국 최초 학생전용 통학순환버스 파프리카 운행을 통해 ‘기본교통’ 정책을 선보이며 기본사회 정책을 선도해왔다.

또한, 지난 10월 ‘기본사회 지방정부협의회’ 회장도시로 선출되며, 25개의 지방정부로 구성된 협의회를 이끌며 대한민국 기본사회를 선도하는 역할을 맡고 있다. 

이번 기본사회팀 신설을 통해 파주시는 소득 증대와 불평등을 개선하는 ‘기본소득’ 지급, 시민들의 다양한 욕구를 충족하는 보편적 ‘기본서비스’ 제공, 상생 경제와 탄소중립을 통한 ‘지속가능경제’를 실현하기 위해 교통, 주택, 에너지, 금융 등 다양한 분야에서 정책을 추진해 나갈 예정이다.

우선, 파주시는 기본사회 정책의 시작으로, 오는 21일부터 시민 1인당 10만 원의 ‘민생회복 생활안정지원금’(기본소득)을 지급한다.

파주시는 이번 설 명절을 전후로 한 시기를 민생회복지원금 지급을 위한 최적의 시점으로 보고 1월 21일부터 파주시민들로부터 민생회복지원금 신청을 받을 예정이다.
