고양특례시가 시민 삶의 질 향상을 위해 복지 정책을 꾸준히 개선, 확대하고 사회적 약자를 더욱 두텁게 지원하겠다고 밝혔다.

시에 따르면 2025년 사회복지 분야 예산은 전년 대비 4.83% 증가한 1조4천6백억 원으로 기초생활보장, 기초연금 등 사회적 취약계층 지원 대상을 확대하고 제도를 체계화하여 복지 사각지대를 줄이는 데 초점을 맞췄다.

이동환 고양특례시장은 “올 한 해 취약계층 지원과 지역사회 돌봄을 강화하고 고독사 예방과 관리 체계를 구축하는 등 맞춤형 합리적 복지 구현을 목표로 한 걸음 더 나아가겠다”고 말했다. 

기준중위소득 인상, 생계급여 제도 개선… 저소득 한부모가족 양육비 증가

2025년 기준중위소득은 맞춤형 급여체제로 전환된 2015년 이후 역대 최대 증가율을 보였다. 4인 가구 기준으로 지난해 572만 9913원 대비 6.42% 인상된 609만 7,773원, 생계·의료·주거·교육 급여를 포함한 전체 수급가구의 약 74%를 차지하는 1인 가구 기준은 작년 222만 8,445원 대비 7.34% 인상된 239만 2,013원으로 결정됐다.

또한 수급 대상 확대를 위해 생계급여 제도개선을 적극 추진한다. 일반재산 환산율(4.17%)을 적용하는 자동차 재산 기준은 2,000cc, 500만 원 미만으로 완화, 부양의무자 기준은 연 소득 1.3억 원, 재산 12억 초과로 완화됐다.

근로 사업 소득 공제는 일반 수급자 대상 30%를 적용, 65세 이상 노인은 ‘20만 원+30%’ 추가공제를 적용한다.

자녀당 월 21만 원이 지원되던 저소득 한부모가족 아동양육비는 월 23만 원으로 인상된다. 가구주가 24세 미만인 청소년 한부모 가족의 경우 아동 양육비가 월 35만 원에서 37만 원으로 늘어난다.

또 중고등학생에게만 지원되던 연 9.3만 원 학용품비를 초등학생까지 확대 지원한다.

아울러 저소득층(수급자, 차상위, 한부모가족) 여성 청소년을 위한 생리용품 바우처 지원 금액은 월 13,000원에서 14,000원(연 최대 168,000원)으로 변경돼 작년 대비 8% 인상됐다. 

한편 취약계층 아동이 사회 진출 시 초기 비용 마련을 위한 디딤씨앗통장 가입 대상을 당초 기초생활수급 아동과 보호대상 아동에서 차상위계층과 한부모 가정 아동까지 확대하여 적극 지원한다. 대상자 확대로 약 3천여 명 아동이 추가적 경제적 지원을 받을 수 있을 것으로 예상된다. 

‘누구나 돌봄’, ‘언제나 어린이집’ 운영 시작… 발달재활서비스 등 장애인 복지 확대 

올해부터 생활돌봄, 동행돌봄, 주거안전 등 다양한 분야에서 기존 돌봄 공백을 보완하는‘누구나 돌봄’사업이 시작된다.

1인당 연간 150만 원 한도 내에서 소득 수준에 따라 기준중위소득 120% 이하는 이용료 전액, 120% 초과 150% 이하는 이용료의 50%를 지원받아 이용 가능하며 150%를 초과하는 경우에도 자부담으로 이용이 가능하다. 

양육부담 해소와 돌봄 서비스를 강화하기 위한 아이돌봄서비스 이용요금 정부 지원 대상은 기준 중위소득 150% 이하 가구에서 200% 이하 가구까지 확대 지원한다.

또한 일시적이고 긴급한 상황 발생 시 365일 24시간 언제든지 안심하고 자녀를 맡길 수 있는 ‘언제나 어린이집’을 신규 지정해 3월부터 운영할 계획이다.

언제나 어린이집은 경기도 내 거주하는 생후 6개월에서 7세(취학 전 영유아) 아동을 대상으로 일시적·긴급 보육 필요시 신청 가능하다. 새벽·주말·공휴일 보육도 지원해 보육 사각지대 해소에 기여할 예정이다. 

시간제보육 제공기관은 2025년까지 독립반 9개 반, 통합반 38개 반으로 늘려 시간제보육에 대한 접근성을 개선하고 보육 부담을 덜어줄 방침이다. 

한편 성장기 미등록 장애 아동의 행동발달을 지원하기 위해 발달재활서비스 지원 연령을 6세에서 9세 미만으로 확대한다.

오는 7월부터는 장애인자립생활지원센터가 장애인복지시설로 편입된다.
