고양특례시는 지난 12월 30일 ‘우수제안자·제안활성화 유공자 시상식’을 고양시청 열린시장실에서 개최했다고 밝혔다.

이번 시상식은 2024년 중앙 우수제안에 선정된 제안자와 생활공감정책 활성화 유공자, 고양시 자체 우수제안자를 격려하고 우수제안을 널리 홍보하고자 마련됐다.

행정안전부는 제안문화 활성화 및 우수사례 확산을 위해 매년 ‘중앙 우수제안’을 선정해 시상하고 있다. 올해는 고양시 공무원의 제안인 ‘자가용 환가가치 차령초과 말소 제도를 이용한 징수율 제고 방안’이 장려상에 선정돼 행안부장관 표창을 수상했다.

또한, 일상 속 작은 불편을 찾아 개선하는 제9기 생활공감정책 참여단 김문석 님은 행정안전부 장관 표창, 박순옥 님과 이경혜 님은 경기도지사 표창을 수상하며 생활공감정책 활성화 유공자로 선정됐다.

이와 더불어 지난 11월 열린 2024년 제2회 고양시 제안심사위원회 결과 자체 우수제안으로 선정된 동상 1건, 장려상 6건에 대한 시상도 진행됐다. 

이번 우수제안에는 공무원들이 자신의 업무를 획기적으로 개선하는 ‘자기업무개선’사례가 3건 포함돼 있다.

2024년 하반기 고양시 자체 우수제안 중 최고점을 받은 제안은 일산서구 교통행정과 박지윤 주무관의 ▲구글 폼을 활용한 주정차 위반 과태료부과에 따른 의견진술 접수(동상, 부상금 100만원) 제안이다.

박지윤 주무관은 “업무 수행 과정에서 느낀 불편한 점을 개선하고자 제안하게 되었고, 이렇게 좋은 결과까지 얻게 되어 매우 자랑스럽다”며 “나의 작은 제안으로 시민들의 편의성을 향상시키고, 민원 응대에 행정력 낭비를 최소화하게 되어 매우 뿌듯하다”고 소감을 밝혔다.

이동환 고양특례시장은 “2024년 제안활성화 우수기관 평가에서 고양시가 국무총리상을 수상했다는 소식을 들었다”며 “이렇게 좋은 성과를 거둘 수 있었던 것은 여기 계신 시민과 공무원들의 반짝이는 아이디어와 열정 덕분”이라며 수상자들에게 축하의 인사를 전했다.

Goyang Special City announced that it held the ‘Outstanding Proposers and Proposal Activation Meritorious Persons Award Ceremony’ at the Open Market Room of Goyang City Hall on December 30.

This awards ceremony was organized to encourage the proposers selected for the 2024 Central Outstanding Proposals, those who contributed to the activation of life-empathy policies, and Goyang City’s own excellent proposals, and to widely promote excellent proposals.

The Ministry of the Interior and Safety selects and awards ‘Central Outstanding Proposals’ every year to promote proposal culture and spread best practices. This year, the ‘Measure to Increase Collection Rates Using the Overage Cancellation System for Private Vehicles’, a proposal by a Goyang City public official, was selected for the Encouragement Award and received the Minister of the Interior and Safety Award.

In addition, Kim Moon-seok, a member of the 9th Life Empathy Policy Participation Group that finds and improves small inconveniences in daily life, received a commendation from the Minister of the Interior and Safety, and Park Soon-ok and Lee Kyung-hye received commendations from the Gyeonggi Province Governor, and were selected as contributors to the revitalization of the Life Empathy Policy.
