고양특례시는  22일 서울시 LW 컨벤션(서울시 중구)에서 행정, 교통, 산업, 도시계획 등의 각계 전문가들로 구성된 제2차「메가시티 특별위원회 토론회」(고양시정연구원에 설치)를 개최했다. 

이번 특별위원회에서는 우리나라 행정체계 개편 전문가인 전북대학교 하동현 교수가“일본의 수도권 재편 어떻게 추진되었나, 도쿄도의 변천과 행정”이라는 주제로 일본의 경험에 초점을 맞춰 발제했으며, 특별위원회 위원을 포함해서 현재 수도권 재편을 연구하고 있는 서울연구원의 전문가 등이 참여했다.

이번 발표는 메가시티 경쟁력 강화에 나서고 있는 일본, 프랑스 등 외국 사례를  짚어보고 수도권 재편 논의 속에서 고양시의 대응 전략에 대한 시사점과 방향성을 도출해보기 위해 마련되었다.

이번 일본 사례 논의는 일련의 외국 사례 시리즈 검토의 한 부분에 해당된다.

일본의 경우, 시대에 따라 가치는 차이가 있었지만, 도쿄 수도권 인접 지역을 도쿄권에 편입하는 등 공간적 면적은 증가해왔고, 자치권 강화와 시민의 행정서비스 향상을 두고 도쿄도(都)에는 특별구를 포함해서 시정촌등 다양한 계층의 지자체가 수도권 재편에 공간적으로 통합되고 있었으며, 각각의 지자체는 분권과 협력의 기조 아래 해당 지역의 발전과 전체로서의 도쿄권의 발전을 추구하고 있었다.

토론에서는 메가서울 경쟁력 강화가 중요하다는 의견이 제시되었다. 

고양시의 방향을 설정함에 있어서는 ▲ 객관적이고 공정한 연구가 선행되어야 하며, ▲ 고양특례시의 특성을 고려한 연구가 필요하며, ▲ 절차적으로는 시민의 의견이 중요하다는 논의가 있었다. 

특히 고양시는 ▲ 메가서울 관련 지자체의 윈윈(Win-Win)이 필요하며, ▲ 지자체의 자율성과 권한의 강화, ▲ 지자체의 정체성과 경쟁력 강화라는 기조 아래 국가, 수도권, 고양시의 관점에서 최적 방안을 검토, 모색할 필요가 있다는 의견이 제시되었다.
