이재준 고양시장이 16일, 각 지자체의 ‘보통교부세’를 활용해 현재 소득 하위 88%에만 지급되는 정부 재난지원금(코로나 상생 국민지원금)을 전 국민으로 확대 지급할 것을 제안했다.

 

이재준 시장은 이날 언론매체를 통해 “우려했던 ‘재난지원금발’ 국민 갈등과 선별비용 발생이 결국 현실화됐다.

정부 재정 여건상 전 국민 지급이 어렵다면, 지방정부가 나머지 12% 주민들에게 추가 지급해 정책 사각지대를 보완하는 방안도 있다”고 말했다.

 

그는 “올해 보통교부세 51조 원이 전국 지방정부에 지급됐다. 그러나 코로나19 확산으로 각종 사업이 연기·중단되면서 연말까지 지출이 어려워진 경우가 많다.

 

이 재원을 나머지 12%를 위한 재난지원금으로 활용한다면 재정 부담이 한결 덜할 것”이라고 주장했다.

보통교부세는 지자체 간 재정 균형을 맞추기 위해 정부에서 매년 각 지자체별로 차등을 두고 지원하는 돈이다. 특별교부세와 달리 용도가 정해지지 않은 일종의 ‘예비금’이다.

 

올해 총 51조 원의 보통교부세가 2차례에 걸쳐 지급됐는데, 주요 광역시의 경우 1조원 이상을 교부받았다.

수도권 인구의 58%를 차지하는 경기도는 이미 자체 재원을 투입해 전 도민에게 지원금을 지급키로 했다.

남은 것은 비수도권인데, 이 역시 추가지급에 따른 재정부담이 크지 않을 것이라는 예측이다.

 

지원금을 받지 못하는 ‘소득상위자’ 비율은 수도권의 경우 약 2~30%에 달하지만, 비수도권은 4~7%에 불과하기 때문이다.

실제 지급업무를 담당하는 기초지자체들은 폭주하는 항의에 업무 마비를 겪고 있다.
