고양특례시가 행정안전부 주관 ‘지방정부 적극행정 종합평가’에서 국무총리 표창을 수상하며 전국 최고 수준의 적극행정 역량을 인정받았다.

고양시는 지난 3월 발표된 2025년 지방정부 적극행정 종합평가에서 3년 연속 ‘적극행정 우수기관’으로 선정된 데 이어, 전국 우수기관 가운데 2위를 차지하며 정부포상의 영예를 안았다고 5일 밝혔다.

이번 평가는 전국 243개 지방자치단체를 대상으로 2025년 한 해 동안 추진한 적극행정 실적을 평가한 것으로, 적극행정 활성화 노력과 제도 활용 및 이행 성과, 우수사례, 국정과제 성과 등 5개 분야 18개 세부지표를 기준으로 진행됐다.

고양시는 평가 전 지표에서 최고등급인 ‘우수’를 달성하며 행정 전반에서 적극행정 체계를 안정적으로 운영하고 있음을 입증했다.

특히 적극행정위원회를 통한 지역 현안 해결, 적극행정을 추진한 공무원에 대한 보호체계 구축, 시민이 체감할 수 있는 우수사례 발굴 등에서 높은 평가를 받았다. 

이를 통해 단순한 제도 운영을 넘어 시민 중심의 실질적인 행정 변화를 이끌어낸 점이 좋은 평가로 이어졌다.

민경선 고양특례시장은 “이번 국무총리 표창은 단순히 우수기관으로 선정됐다는 의미를 넘어 전국 지자체 가운데 최상위권의 행정력을 인정받은 결과”라며 “앞으로도 관행적인 업무 처리에서 벗어나 시민들이 일상에서 변화를 체감할 수 있는 적극행정을 지속적으로 펼쳐 전국을 선도하는 대표 도시로 도약하겠다”고 말했다.
