고양특례시에 동북아평화자료원이 들어선다는 소식을 반갑게 접했다. 

1989년부터 통일부가 운영해 온 북한자료센터를 확대·개편해 동북아와 한반도의 평화공존의 역사와 기록을 담는 세계적인 아카이브를 조성하는 사업이다. 

평화의 기록을 보존하고 미래 세대와 공유하는 공간이 고양에 자리 잡게 된 것은 시민의 한 사람으로서도, 민주평화통일자문회의 고양시협의회장으로서도 매우 뜻깊은 일이다.

동북아의 전쟁과 평화의 역사를 담는 자료원이 고양에 들어서는 것은 결코 우연이 아니다. 

약 430여 년 전 임진왜란 당시 조선과 명, 일본은 벽제관과 행주산성에서 치열하게 맞섰다. 

특히 행주대첩은 전세를 바꾸며 일본이 강화 협상에 나서는 계기가 된 역사적인 전환점이었다. 

한때 전쟁의 격전장이었던 이 땅이 이제는 평화를 기억하고 미래를 준비하는 공간으로 거듭난다는 사실은 매우 상징적이다.

오늘날에도 고양은 한반도 평화의 길목에 서 있다. 

비록 북한과 직접 맞닿아 있지는 않지만 정전협정에서 공동 이용을 명시한 한강하구를 접하고 있으며, 자유로와 통일로가 도시를 관통한다. 

2018년 남북정상회담 당시에는 국내외 언론이 킨텍스에 집결해 역사적인 장면을 전 세계에 전하는 평화의 창 역할을 수행하기도 했다. 

고양은 과거와 현재를 잇는 평화의 거점으로서 충분한 역사성과 상징성을 갖춘 도시다.

이번 자료원 유치는 고양의 국제도시 경쟁력을 보여주는 성과이기도 하다. 

고양특례시는 2025년 글로벌 도시 지속가능성 지수(GDS-Index)에서 세계 151개 주요 마이스(MICE) 도시 가운데 15위를 기록하며 국제회의와 전시산업 분야의 경쟁력을 입증했다. 

108만 시민이 살아가는 특례시에 걸맞은 세계적 수준의 지식·문화 인프라가 필요하다는 목소리는 오래전부터 있었다. 

동북아평화자료원은 그 빈자리를 채우며 고양의 도시 브랜드를 한 단계 높여줄 중요한 자산이 될 것이다.

무엇보다 자료원의 가장 큰 가치는 시민들의 일상 속에 평화를 스며들게 하는 데 있다. 

이곳은 단순히 자료를 보관하는 시설이 아니라 동북아의 전쟁과 평화의 역사를 전시하고 연구하며 교육하는 평화 아카이브이자 지역 주민을 위한 복합문화공간이 될 예정이다.

시험공부를 위해 도서관을 찾은 학생들이 자연스럽게 평화의 의미를 접하고, 책을 빌리러 온 시민들이 전시와 기록을 통해 한반도의 미래를 생각하게 된다면 그것이야말로 가장 살아있는 평화교육일 것이다. 

다양한 문화행사와 교육 프로그램은 시민들에게 새로운 문화 향유의 기회를 제공하고, 자료원은 지역 공동체가 함께 어울리는 또 하나의 사랑방이 될 수 있다.

이를 위해서는 지역사회와의 긴밀한 협력이 무엇보다 중요하다. 

통일부와 고양특례시, 시민들이 함께 참여하는 공동운영체계를 마련해 지역의 의견을 적극 반영한다면 자료원은 단순한 국가시설을 넘어 시민들에게 실질적인 도움이 되는 열린 공간으로 자리매김할 것이다.

평화는 선언만으로 만들어지지 않는다. 기록하고 배우며 함께 기억할 때 비로소 다음 세대의 자산이 된다. 

동북아평화자료원이 과거를 보존하는 공간을 넘어 미래의 평화를 만들어가는 플랫폼이 되기를 기대한다.

민주평화통일자문회의 고양시협의회장으로서도 이 자료원이 단순한 도서관이 아니라 시민들이 자유롭게 평화를 이야기하고 배우며 공감하는 '평화의 광장'으로 성장할 수 있도록 함께 힘을 보태겠다.

I was delighted to hear the news that the Northeast Asia Peace Archive is being established in Goyang, a special city.

This project involves expanding and reorganizing the North Korea Data Center, which has been operated by the Ministry of Unification since 1989, to create a world-class archive that captures the history and records of peaceful coexistence in Northeast Asia and on the Korean Peninsula.

The establishment of a space in Goyang dedicated to preserving records of peace and sharing them with future generations is a deeply meaningful event, both as a citizen and as the Chairman of the Goyang City Council of the National Advisory Council on Democratic Peaceful Unification.

It is by no means a coincidence that an archive containing the history of war and peace in Northeast Asia is being established in Goyang.

This place is not merely a facility for storing materials; it is planned to become a peace archive that exhibits, researches, and educates on the history of war and peace in Northeast Asia, as well as a complex cultural space for local residents.

If students visiting the library to study for exams naturally encounter the meaning of peace, and citizens coming to borrow books are prompted to reflect on the future of the Korean Peninsula through exhibitions and records, that would truly be the most living form of peace education. Various cultural events and educational programs provide citizens with new opportunities to enjoy culture, and the Archive can become another gathering place for the local community.

To achieve this, close cooperation with the local community is paramount.

If a joint operational system involving the Ministry of Unification, Goyang Special City, and citizens is established to actively reflect local opinions, the Archive will transcend being merely a state facility and establish itself as an open space that provides tangible benefits to citizens.

Peace is not created by declarations alone. It only becomes an asset for the next generation when we record, learn, and remember together.

I hope that the Northeast Asia Peace Archive will go beyond being a space for preserving the past and become a platform for building future peace.

As the Chairman of the Goyang City Council of the National Advisory Council on Democratic Peaceful Unification, I will also contribute my efforts to ensure that this Archive grows beyond a simple library into a "Peace Plaza" where citizens can freely discuss, learn about, and empathize with peace.
