고양특례시가 지역사회 보건의료 민관협력을 기반으로 통합돌봄 체계 강화에 속도를 내고 있다. 

의료와 복지, 보건을 유기적으로 연결해 돌봄 사각지대를 줄이고, 주민 중심의 촘촘한 돌봄망을 구축하기 위한 실질적인 협력체계 마련에 나선 것이다.

고양특례시는 지난 30일 상하수도사업소 창의소통실에서 '통합돌봄 지역사회 보건의료 협력 간담회'를 개최했다고 31일 밝혔다.

이번 간담회는 지난 3월 체결한 '지역사회 통합돌봄 체계 구축을 위한 업무협약(MOU)'의 후속 조치로 마련됐으며, 현장에서 즉시 활용할 수 있는 연계 체계를 구축하고 민관 협력의 실효성을 높이는 데 초점을 맞췄다.

간담회에는 고양시 복지정책과 통합돌봄팀과 보건소 건강증진과 방문보건팀을 비롯해 고양시의사회, 치과의사회, 한의사회, 약사회, 간호사회 등 지역 5개 보건의료 직능단체 관계자들이 참석해 통합돌봄 활성화 방안을 논의했다.

참석자들은 의료기관과 약국 등 주민과 가장 가까운 의료 현장에서 돌봄이 필요한 시민을 조기에 발견하고 시 통합돌봄 전담부서로 신속하게 연계하는 협력체계를 강화하기로 의견을 모았다. 

또한 발굴된 대상자를 고양시 통합돌봄 서비스는 물론 보건소의 다양한 건강관리 서비스와 연계해 원스톱 지원이 가능하도록 협력을 확대하기로 했다.

이와 함께 보건·의료·복지 분야의 긴밀한 연계를 통해 질병 악화와 돌봄 공백을 사전에 예방하는 건강증진 활동도 강화해 지역사회 중심의 예방적 돌봄체계를 구축한다는 방침이다.

특히 이날 간담회에서는 현장에서 꾸준히 제기됐던 행정 절차 개선 방안도 집중적으로 논의됐다. 

기존에는 민간 의료기관이나 관련 기관에서 통합돌봄을 대리 신청하는 과정이 복잡해 바쁜 의료 현장에서 적극적인 연계가 쉽지 않다는 의견이 있었다.

이에 고양시는 이름과 연락처 등 최소한의 필수 정보만으로도 통합돌봄 대상자를 의뢰할 수 있는 간소화된 연계 체계를 도입하기로 했다. 

이를 통해 의료 현장의 행정 부담은 줄이고, 도움이 필요한 시민을 보다 신속하게 발굴해 지원할 수 있을 것으로 기대된다.

고양시 관계자는 "주민과 가장 가까운 곳에서 시민을 만나는 보건의료 현장이 통합돌봄의 든든한 파수꾼 역할을 해줄 것으로 기대한다"며 "앞으로도 민관이 긴밀히 협력해 복지와 보건, 의료가 유기적으로 연결되는 연속적인 통합돌봄 체계를 더욱 견고하게 구축해 나가겠다"고 말했다.

Goyang Special City announced on the 31st that it held the 'Integrated Care Community Healthcare Cooperation Meeting' at the Creative Communication Room of the Waterworks and Sewerage Office on the 30th.
